520 _aAbstract: Background: The Health Management information System (HMIS) informs the practice and decision-making of service providers, managers, planners and policy makers, as well as improve health care delivery for the people. However, data on utilization of HMIS for planning in most of district councils in Tanzania is lacking. Objective: To assess knowledge, attitude and practices among health managers on the utilization of information from the HMIS for council health plans. Methods: A cross sectional study design was conducted in six districts of Tabora region from June – July 2014. Questionnaire was used to assess 207 health managers on their knowledge, attitude and practice on using HMIS for health plans. Purposive and simple random techniques were used to obtain managers on the utilization of HMIS for planning. Results: Of 207 respondents, 73.8% were knowledgeable, 73% had positive attitude on the use of information for health plans. Despite of the high level of knowledge and positive attitude; only 58% of health managers were found to use information for the council health plans. Positive attitudes and high educational level were the most predictive factors with contributing to the use information (Adjusted Odds Ratio 7.2; 95% Confidence Interval 3.6 – 4.6) and (Adjusted Odds Ratio 4.4; 95% Confidence Interval 1.5 – 2.9; p-value 0.007). Conclusion: This study revealed that, there was high knowledge and attitude among health managers in the use of information from HMIS for Health plans but they were not practicing according to the level of knowledge they have. Thus, there is a need to improve information that are used for health plans in order to have a good plan based on the accuracy information obtained from the facility level.
