Understanding Tanzania Guidelines for the Establishment and Operations of Health Facility Committes: Knowledge, Attitudes and Practices of Health Facility Committees Members in Busega District, Simiyu Region-Western Tanzania

Abstract:
Background: During the 1990s, the government of Tanzania introduced the health facility governing committees and, thereafter, it continued to make several reviews of their performance according to the guidelines. In 2013, the government introduced a new “guidelines for the establishment and operations of health facility governing committee” to be adhered by all health facilities in Tanzania.
Objectives: The aim of this study was to assess the understanding of members of Dispensaries Committee in Busega District regarding the Tanzania guidelines for the establishment and operations of health facility committees, especially their knowledge, attitudes and practices.
Methods: A mixed-method design was used in Busega district council, whereby 152 members from 19 health facility governing committee were included. A questionnaire, documents’ review and group discussions contributed to obtain the information required. Data was analyzed using STATA version 12 software.
Results: Members of the Dispensary Committee had a partial understanding of the new guidelines for the establishment and operations of health facility committees. Even though had limited number of trainings, which compromise their knowledge towards the guidelines, they had a positive attitude towards them and were able to meet some of the roles and function as described in the guidelines.
Conclusion: Dispensary Committees could fully utilize their potential and hence operate efficiently in managing their dispensaries. However, to optimize their performance, they need regular trainings, supportive supervision, a clarification of specific roles within the committees and more engagement in workshop activities.
